I know this is old but here goes for all newbies wanting to read it.
The big question here would be is he urinating or marking and yes there is a huge difference.
If hes urinating than a trip to the vet is in order to rule out UTI and other bladder issues.
If he's marking then the big question is if he he is neutered. Intact males and some neutered males will 'mark" their territory. You can train them not to do this. It takes time but it can be done. If hes intact then I would suggest neutering him if he's not used for breeding. Numerous reasons for that.
Animals rarely do things for "spite". They do not think like humans and they always have a reason for doing what they are dong.
You'll have to clean all scent from everything. You may need a urine light to find all the spots. Make sure he is able to go outside often.
