There are still some pet foods out there that contain garlic (and recipes suggesting onion). Some of the experts who formulate foods with garlic seem to think that there is no danger.  Perhaps the danger is low when these substances are used in small amounts, but that still leaves doubt in the minds of many of us.  Here is a very good article on the subject that contains some helpful information:

My understanding for years verified by both vets & articles is that both Garlic & Oniions are toxic to cats as is Chocolate, caffiene & aspirin.

I have read that garlic, while part of the same family as inions, contains less of the toxic ingredient than onions. Of course, that does not justify its use. But, it is apparently less toxic.

Yes, garlic is "less" toxic. And both onions and garlic are said to be less toxic to dogs than to cats. Cats seem to be the most sensitive to all things with any level of toxicity. I can't help but think that "non-toxic" would be the safest.
